The purpose of this memorandum is to clarify that the WIC vendor agreement/contract does not constitute a license or property interest .
Because a vendor does not require the legal approval of the state agency t o do business in the state and would not effectively be deprived of this right in the absence of WIC authorization the vendor agreement/contact cannot be considered a license . Furthermore, the contract or agreement conveys no property interest since program legislation does not give rise to a legitimate claim of entitlement for vendors. Rather, the terms of authorization are established in a contract or agreement between the state agency and the vendor, and the relationship ends with the expiration of this document.
