SUBJECT: Obligation and Liquidation of FY 2019 Trade Mitigation Eligible Recipient Agency (ERA) Operational Funds

The purpose of this memo is to revise obligation and liquidation deadlines for the Fiscal Year (FY) 2019 Trade Mitigation Program ERA Operational Funds, which were provided for phases 2-4 of the FY 2019 Trade Mitigation Food Purchase and Distribution Program, now referred to as the Food Purchase Distribution Program (FPDP).

The Trade Mitigation ERA operational funds that were provided to TEFAP state agencies for phases 2-4 of the FY 2019 FPDP must be obligated by ERAs no later than December 31, 2019 and liquidated by March 31, 2020. This supersedes the previous guidance on obligation and liquidation timelines, which was included in the March 5, 2019 memorandum, “Terms and Conditions for Funds Available for Storage and Distribution of Trade Mitigation Program Foods.”

State agency staff who have questions should contact their respective regional offices, who may in turn contact the national office.
