SUBJECT:Supplemental Nutrition Assistance Program (SNAP) Benefit Issuance and the American Relief Act, 2025

On Dec. 21, 2024, President Joseph R. Biden signed into law the American Relief Act, 2025 (PL 118-158) (continuing resolution). This memorandum is intended to clarify the impact of the continuing resolution on upcoming SNAP benefit issuance.

State agencies should continue to administer the program in accordance with federal statutes and regulations, following normal processes and timelines for sending issuance files and issuing benefits through the end of April 2025. FNS has taken action to fund SNAP administrative expenses through the end of April 2025. Also, FNS has taken action to fund the Nutrition Assistance Program (NAP) grants in Puerto Rico, American Samoa, and the Commonwealth of the Northern Mariana Islands (CNMI) through the end of April 2025.
