This memorandum provides the fiscal year 2018 Cost-of-Living Adjustments (COLA) to the SNAP maximum allotments, income eligibility standards, and deductions. Under the Food and Nutrition Act of 2008 COLAs are effective as of Oct. 1, 2017.

Section 6(o) of the Food and Nutrition Act of 2008, as amended, limits the time able-bodied adults without dependents (ABAWDs) can receive Supplemental Nutrition Assistance Program benefits to 3 months in any 36-month period, unless the individual meets the ABAWD work requirement or is otherwise exempt.

The Food and Nutrition Act of 2008, as amended, limits the amount of resources that a household may have and still receive SNAP benefits. Resources can include, but are not limited to, cash and funds in checking or savings accounts.

This final rule implements Section 4018 of the Agricultural Act of 2014. Section 4018 created new limitations on the use of federal funds authorized in the Food and Nutrition Act of 2008, as amended (FNA), for SNAP promotion and outreach activities. 

FNS is updating the Supplemental Nutrition Assistance Program regulations to set implementation parameters, prerequisites and operational standards required of state agencies that intend to implement the photo Electronic Benefit Transfer card option provided under Section 7(h)(9) of the Food and Nutrition Act of 2008.

This memorandum is to clarify the use of accepting SNAP applicant and client signatures electronically. Section 11(e)(2)(C)(i) of the Food and Nutrition Act of 2008 indicates that signatures provided and maintained electronically shall not be prohibited. 

This rule adopts the interim rule implementing the SNAP nutrition education and obesity prevention grant program with changes as provided in this rule. This rule also amends SNAP regulations to implement section 28 of the Food and Nutrition Act (FNA) of 2008, as added by section 241 of the Healthy, Hunger-Free Kids Act (HHFKA) of 2010, to award grants to states for provision of nutrition education and obesity prevention programs.

This proposed rule would implement Section 4018 of the Agricultural Act of 2014.  Section 4018 created new limitations on the use of federal funds authorized in the Food and Nutrition Act of 2008, for the Supplemental Nutrition Assistance Program promotion and outreach activities.
