To authorize the establishment of a system governing the creation and operation of advisory committees in the executive branch of the federal government, and for other purposes.

This Instruction prescribes the amounts and use of nonfat dry milk, whole dry milk, and canned evaporated milk which are equivalent to one-half pint of fluid whole milk. These equivalents are to be used in schools approved for the service of lunches without milk.

To establish a Special Action Office for Drug Abuse Prevention and to concentrate the resources of the vation against the problem of drug abuse.
