The SNAP E&T Plan Handbook provides guidance to state agencies administering and operating the SNAP E&T program on how to prepare and submit their annual plan to FNS for approval.

USDA has issued guidance to states in implementing FFCRA of 2020 which provides for the issuance of emergency allotments based on a public health emergency declaration by the Secretary of HHS under the Public Health Service Act related to an outbreak of COVID-19 when a state has also issued an emergency or disaster declaration.

This document is a template to assist states in the development of an amendment to extend their approved state plan to operate pandemic EBT for school children and for children in child care during summer 2022.
