This rule finalizes a proposed rule published February 29, 2000, amending Food Stamp Program (Program) regulations to implement several provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), and subsequent amendments to these provisions made by the Omnibus Consolidated Appropriations Act of 1996 (OCAA), the Balanced Budget Act of 1997 (BBA), and the Agricultural Research, Extension, and Education Reform Act of 1998 (AREERA).

Department of Defense - Family Subsistence Supplemental Allowance for Certain Members of the Armed Forces

Included in the Defense Authorization Act for Fiscal Year 2001, signed into law on Oct. 30, 2000, is a provision requiring the Department of Defense (DoD) to pay certain service members and their families a Family Subsistence Supplemental Allowance (FSSA) so they will not have to rely on food stamps to make ends meet.

TANF vehicle rules for the Food Stamp Program

On October 28, 2000, the President signed Public Law 106-387, the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2001, which includes several provisions affecting the Food Stamp Program. This memorandum describes the two provisions of this act which increase the maximum excess shelter expense deduction, and allow States to substitute their Temporary Assistance for Needy Families (TANF) vehicle rules for the food stamp vehicle rules where doing so would result in a lower attribution of resources to food stamp households.
