The demonstration of Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) allows authorized States and school districts to use information from Medicaid data files to identify students eligible to receive free or reduced-price (F/RP) National School Lunch Program (NSLP) and School Breakfast Program (SBP) meals. The Food and Nutrition Service (FNS) contracted with Mathematica Policy Research to conduct a study of the first two years of this demonstration to describe the implementation process and explore the effects on certification, participation, Federal reimbursements, and State administrative costs. This report presents the findings from the first year of the demonstration evaluation, school year (SY) 2016–2017.

The Healthy, Hunger-Free Kids Act (HHFKA) of 2010, under Section 141, added a new Section 23 on Childhood Hunger Research to the Richard B. Russell National School Lunch Act. This section provides substantial new mandatory funding to research the causes and consequences of childhood hunger and to test innovative strategies to end child hunger and food insecurity.

The purpose of this memorandum is to advise you of Food and Nutrition Service’s decision to offer state agencies the opportunity to participate in a demonstration project to exclude earned income from temporary employment in the 2020 Census.

The Summer Food for Children Demonstrations are a series of projects to develop and test methods of providing access to food for low-income children in urban and rural areas during the summer months when schools are not in regular session.

This memorandum outlines the approach FNS will begin to take to work with state agencies as they request approval for new demonstration projects or renewal of existing projects, to ensure all active demonstration projects are testing innovative approaches with appropriate evaluations. 

This study—authorized by the 2010 Child Nutrition Act—tests innovative strategies to end childhood hunger and food insecurity. 

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This is a new collection for the Evaluation of the Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstrations.
