The purpose of this memorandum is to clarify the status of grain-only items as entrées under the Interim Final Rule titled “National School Lunch Program and School Breakfast Program: Nutrition Standards for All Foods Sold in School as Required by the Healthy, Hunger-Free Kids Act of 2010,” also known as the Smart Snacks in School rule.
In 2009, Congress authorized and funded pilot projects to test approaches to facilitate access to SNAP among two underserved populations: the elderly and the working poor. The Michigan and Pennsylvania pilots successfully increased access to SNAP among the elderly. No significant impacts on access were found in the other four states.
The Smart Snacks in School nutrition standards apply to any foods sold to students during the school day on the school campus, including foods sold as fundraisers.
This policy memorandum implements the vendor preauthorization provision of the Consolidated Appropriations Act 2014.
This memorandum provides the information needed to conduct the FY 2014 reallocation of CACFP audit funds. Reallocation is the process by which state agencies can request additional CACFP audit funds above their initial authorized funding level.
