State Enforcement of the Legal Responsibilities of Sponsors of Non-Citizens

This memorandum provides guidance to states regarding the repayment of Supplemental Nutrition Assistance Program (SNAP) benefits from the sponsors of non-citizens who participate in the program. States are encouraged to request reimbursement if a sponsored non-citizen receives SNAP benefits and clarification is provided on the steps for requesting repayment.  States are also reminded of their obligation to comply with the requirements for counting sponsor income.

Q&A regarding Military Combat Pay

The Food and Nutrition Service (FNS) is issuing this memorandum in fulfilment of the commitment made in the preamble of the SNAP: Eligibility, Certification, and Employment and Training Provisions of the Food, Conservation, and Energy Act of 2008 final rule to provide additional guidance for State agencies on how to carry out the exclusion of certain military combat-related pay from income for purposes of SNAP eligibility determinations.

SNAP Quarterly Wage Reporting Project

The Food and Nutrition Services (FNS) offered State agencies the opportunity to test whether using Quarterly Wage Report (QWR) data was sufficiently accurate to verify and project earned income in certain Supplemental Nutrition Assistance Program (SNAP) cases. Two State agencies, Texas and Utah, agreed to participate and run projects that ran through 2014 and 2015.

Treatment of TANF-Funded Subsidized Employment Income Implementation Date and Quality Control Treatment

This policy applies to all TANF-funded subsidized employment paid to SNAP clients or applicants in the form of wages, regardless of the source of TANF funding, including but not limited to funds available to states and Indian tribes through the Emergency Contingency Fund for State TANF programs.

Filipino Veterans Equity Compensation Fund Payments

The American Recovery and Reinvestment Act of 2009 (PL 111-5) created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II. Section 1002(c) of PL 111-5 directs the Secretary of Veteran Affairs to provide one time payments of up to $15,000 to eligible individuals.
