The purpose of this memorandum is to advise you of a new and revised requirement for all Receiving Organizations (i.e., organizations that receive shipments of Department of Agriculture (USDA) Foods, including Distributing Agencies, Indian Tribal Organizations (ITO), recipient agencies, processors, and warehouses). Filipino Veterans Equity Compensation Fund Payments

The American Recovery and Reinvestment Act of 2009 (PL 111-5) created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II. Section 1002(c) of PL 111-5 directs the Secretary of Veteran Affairs to provide one time payments of up to $15,000 to eligible individuals.

Reimbursement of Intra-State Transportation Costs During Disasters

During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or the Food and Nutrition Service (FNS), the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts.  These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.
