SNAP COVID-19 Emergency Allotments Guidance

USDA has issued guidance to states in implementing Families First Coronavirus Response Act of 2020, which provides for the issuance of emergency allotments (supplements) based on a public health emergency declaration by the Secretary of Health and Human Services under section 319 of the Public Health Service Act related to an outbreak of COVID-19 when a state has also issued an emergency or disaster declaration.

Nationwide Waiver to Allow Meal Pattern Flexibility - Extension 2

FNS is extending a nationwide waiver to support access to nutritious meals while minimizing potential exposure to the novel coronavirus (COVID–19). This extension of Nationwide Waiver to Allow Meal Pattern Flexibility in the Child Nutrition Programs, issued March 25, 2020, applies to the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program (the child nutrition programs). This waiver remains in effect until June 30, 2020.

CN COVID-19 Meal Times Nationwide Waiver Extension

Due to the exceptional circumstances of this public health emergency, USDA established a nationwide waiver to support access to nutritious meals while minimizing potential exposure to the novel coronavirus. This waiver applies to the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program (the child nutrition programs). This waiver remains in effect through August 31, 2020.

Nationwide Non-Congregate Feeding Waiver- Extension

In response to the COVID–19 Child Nutrition Response Act, and based on the exceptional circumstances of this public health emergency, USDA established a nationwide waiver of congregate feeding requirements to support access to nutritious meals while minimizing potential exposure to the novel coronavirus (COVID–19). This waiver applies to the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program (the child nutrition programs). This waiver remains in effect until August 31, 2020.

Temporary Suspension of Claims Collections Guidance

FNS will allow state agencies to suspend SNAP regulations at 7 CFR 273.18(d) by allowing flexibility in the time frame for establishing or disposing of new claims as well as SNAP regulations at 7 CFR 273.18(e)(1) and (e)(5) by not requiring collection of active recoupment of SNAP overpayments, delaying collection on newly established overpayments, and not considering any payments delayed due to this suspension to be delinquent.

Waive Fair Hearing Timelines Guidance

As authorized by SNAP regulations at 7 CFR 272.3(c)(1)(i), the Food and Nutrition Service (FNS) will allow state agencies flexibility in the time frames for fair hearings in SNAP regulations at 7 CFR 273.15(c) and (j)(2).

Nationwide Waivers of Child Nutrition Monitoring

FNS has used its authority under FFRCA to waive certain onsite monitoring requirements for the school meals programs, the Child and Adult Care Food Program, and the Summer Food Service Program, so that programs can to maintain program integrity and support social distancing while providing meals.

CN - Parent Pickup Waivers for School Meals

Under this waiver, program operators in a state with an approved waiver allowing non-congregate meal distribution during COVID-19-related operations may distribute meals to a parent or guardian to take home to their children.

CN COVID-19 Afterschool Activity Waiver

This memo establishes a nationwide waiver to support access to nutritious meals and snacks while minimizing potential exposure to the novel coronavirus (COVID–19), in response to the COVID–19 Child Nutrition Response Act. This waiver applies to afterschool snacks in the National School Lunch Program and at-risk afterschool meals and snacks in the Child and Adult Care Food Program.
