WIC Miscellaneous Provisions

This rulemaking would streamline the Federal requirements for financial and participation reporting by State agencies. In addition, it would clarify the rules on confidentiality of WIC information in order to strengthen coordination with organizations and private physicians, and to provide guidance to State agencies on responding to subpoenas and other court-ordered requests for confidential information.

WIC: Exclusion of Military Housing Payments

This final rule provides WIC State agencies the option to exclude payments to military personnel for privatized housing, whether on or off military installations.

Final Rule: Codification of Poultry Substitution and Modification of Commodity Inventory Controls for Recipient Agencies

This two-part rule allows limited poultry substitution and full substitution of all other commodities except for beef and pork; and reduces current commodity recordkeeping and reporting requirements for some local level recipient agencies, such as schools.

Food Distribution Program: Value of Donated Foods (July 1, 2002 - June 30, 2003)

Notice is hereby given that the national average minimum value of donated foods, or cash in lieu thereof, per lunch under NSLP (7 CFR part 210) and per lunch and supper under the Child and Adult Care Food Program (7 CFR part 226) shall be 15.25 cents for the period July 1, 2002 through June 30, 2003.

National School Lunch, Special Milk, and School Breakfast Programs; National Average Payments/Maximum Reimbursement Rates (July 1, 2002 - June 30, 2003)

This Notice announces the annual adjustments to: The "national average payments,'' the amount of money the Federal Government provides States for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; the "maximum reimbursement rates,'' the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and the rate of reimbursement for a half-pint of milk served to nonneedy children in a school or institution which participates in the Special Milk Program for Children.

Child and Adult Care Food Program: Implementing Legislative Reforms To Strengthen Program Integrity

This rule incorporates in the Child and Adult Care Food Program regulations the changes mandated by the Agricultural Risk Protection Act of 2000 and the Grain Standards and Warehouse Improvement Act of 2000.

Food Stamp Program: Work Provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and Food Stamp Provisions of the Balanced Budget Act of 1997

This rule finalizes food stamp provisions to enhance State flexibility in exempting portions of a State agency's caseload from the food stamp time limit and to increase significantly the funding available to create work opportunities for recipients who are subject to the time limit, as well as finalizing significant changes to current work rules.

Final Rule: Amendments to the Child Nutrition Infant Meal Pattern

The Food and Nutrition Service is issuing final regulations amending the meal pattern for infants less than 12 months of age in the National School Lunch Program, the School Breakfast Program, and the Child and Adult Care Food Program.

Summer Food Service Program; 2002 Reimbursement Rates

This notice informs the public of the annual adjustments to the reimbursement rates for meals served in the Summer Food Service Program for Children (SFSP). These adjustments reflect changes in the Consumer Price Index and are required by the statute governing the Program. In addition, further adjustments are made to these rates to reflect the higher costs of providing meals in the States of Alaska and Hawaii, as authorized by the William F. Goodling Child Nutrition Reauthorization Act of 1998.
