Comment Request - Study of Non-Response to the School Meals Application Verification Process

The National School Lunch Program (NSLP) and the School Breakfast Program (SBP) provide subsidized lunches and breakfasts to millions of students each school day. Students are certified eligible to receive free or reduced-price (F/RP) meals through application or direct certification. When eligibility is determined using an application process, school districts must annually verify eligibility of children from a sample of household applications for that school year, unless the State agency assumes responsibility for verification.

This is a revision of a currently approved collection. This information collection package consists of five components of State agency reporting and/or recordkeeping: a budget projection statement, a program activity report, State plans of operation updates, waiver requests and other plans and submissions such as advance planning documents for information systems and for electronic benefit transfer (EBT) systems.

Comments Request - Assessment of the Barriers That Constrain the Adequacy of SNAP Allotments

The Supplemental Nutrition Assistance Program (SNAP) is intended to alleviate food insecurity among low-income households. Towards this end, it provides eligible low-income households with a monthly benefit amount (SNAP allotment) based on household size and net income to purchase foods from authorized retailers that can be prepared and eaten at home. SNAP benefits are based on the Thrifty Food Plan, which is intended to be a minimal-cost nutritionally adequate diet, but has been the subject of significant criticism for being inadequate. In 2015, about 53 percent of SNAP households experienced food Start Printed Page 70089insecurity, with about 23 percent of SNAP households experiencing very low food security (or severe food insecurity). While participation in SNAP for about 6 months is associated with decreased food insecurity, it does not guarantee food security or a healthy diet.

Comment Request - Child Nutrition Program Operations Study II (CN-OPS-II)

The objective of the Child Nutrition Program Operations Study II (CN-OPS-II) is to collect timely data on policies, administrative, and operational issues on the Child Nutrition Programs (CNP). The ultimate goal is to analyze these data and to provide input for new legislation on Child Nutrition Programs, as well as to provide pertinent technical assistance and training to program implementation staff.

Comment Request - Child and Adult Care Food Program

The information collected is necessary to enable institutions wishing to participate in the CACFP to submit applications to the administering agencies, execute agreements with those agencies, and claim the reimbursement to which they are entitled by law. FNS and State agencies administering the program will use the collected information to determine eligibility of institutions to participate in the CACFP, ensure acceptance of responsibility in managing an effective food service, implement systems for appropriating program funds, and ensure compliance with all statutory and regulatory requirements.

Under this program, the Secretary of Agriculture is authorized to provide cash reimbursement and commodity assistance, on a per meal basis, for food service to children in nonresidential child care centers and family or group day care homes, and to eligible adults in nonresidential adult day care centers. The Food and Nutrition Service (FNS) has established application, monitoring, recordkeeping, and reporting requirements to manage the Program effectively, and ensure that the legislative intent of this mandate is responsibly implemented.
