This memorandum announces the release of the state agency supplemental implementation plan templates for use in the Child Nutrition Emergency Operational Costs Reimbursement Programs.

This memorandum provides notice to CNP operators regarding Sections 740, 751, and 752 of Division A of the Consolidated Appropriations Act, 2022, enacted on March 15, 2022. 
 

FNS encourages all state agencies administering the child nutrition programs to provide local program operators with promotional materials, including voter registration and non-partisan, non-campaign election information, to disseminate among voting-age program participants and their families.

These questions and answers provide guidance for recently published transitional standards for milk, whole grains and sodium.

The previous version of this memorandum contained incorrect references to state agencies throughout. FNS is correcting this memorandum to remove the incorrect references and so that it more clearly and accurately reflects the federal regulations. This memorandum notifies state agencies and child nutrition program operators of the changes made by OMB to the federal informal procurement method, micro-purchases and the micro-purchase threshold.

FNS has used its authority under FFRCA to waive certain onsite monitoring requirements for the school meals programs, the Child and Adult Care Food Program, and the Summer Food Service Program, so that programs can to maintain program integrity and support social distancing while providing meals.

This memorandum includes questions and answers intended to provide clarification to state agencies and program operators as they operate the child nutrition programs, including the National School Lunch Program, School Breakfast Program, NSLP Seamless Summer Option and Child and Adult Care Food Program, during SY 2021-22.
