FFVP: Funding Allocation Distribution

Beginning in school year 2017-18, the Fresh Fruit and Vegetable Program (FFVP) will operate on a Federal fiscal year funding allocation structure. Transition of Foods and Foods of Minimal Nutritional Value to Smart Snacks in School Standards

This memorandum is to inform you that all Foods of Minimal Nutritional Value exemptions will end on June 30, 2014. Therefore, the attached list, Exemptions Under the Competitive Foods Regulation will become obsolete on July 1, 2014. Beginning July, 1, 2014, the interim final rule for Smart Snacks in School (Smart Snacks) will go into effect for School Year 2014-2015. Therefore, any competitive foods and beverages must meet the nutrition standards specified in the interim final rule.

Determining Eligibility for Two Cent Differential Reimbursement in New Schools

Section 4 of the Richard B. Russell National School Lunch Act (NSLA) provides general cash for food assistance payments to States to assist schools in purchasing food. The NSLA provides two different section 4 payment levels for lunches served under the National School Lunch Program. The base payment applies to lunches served by School Food Authorities (SFAs) in which less than 60 percent of the lunches served during the second preceding year were served free or reduced price. Those SFAs in which 60 percent or more of the lunches served in the second preceding school year were served at free or reduced price receive two cents more. This higher payment rate is referred to as the two cent differential.

Review of Provision 2/3 Base Year

Beginning School Year (SY) 2013-2014, State agencies (SA) must conduct a review of base year certification and benefit issuance documentation for any school food authority (SFA) requesting approval to participate in the National School Lunch Program (NSLP) or School Breakfast Program (SBP) using Provision 2 or 3. Since base year claims form the basis of subsequent year claiming, it is essential that base year certification, meal counts, and funding levels are accurate.

Final Rule: Geographic Preference Option for the Procurement of Unprocessed Agricultural Products in Child Nutrition Programs

Effective Oct.1, 2008, institutions receiving funds through the Child Nutrition Programs may apply an optional geographic preference in the procurement of unprocessed locally grown or locally raised agricultural products.
