This memorandum, SP20 CACFP07 SFSP06-2019, notifies all child nutrition program state agencies and program operators of guidance the Food and Nutrition Service received from the Office of Management and Budget (OMB), OMB M-18-18, authorizing increases to the value of the micro-purchase and simplified acquisition thresholds. The changes apply to all child nutrition programs and implement an approval process for certain state agencies and program operators that want to request micro-purchase thresholds higher than $10,000.
School Programs Policy Memo SP 14-2019 provides SY 2017-18 reporting guidance for the FNS-640 report. The FNS-640 form became available in FPRS on March 1, 2019. State agencies may use the attached instructions and business rules/edit check to begin and/or finalize implementation of processes for reporting and any system updates for School Year 2017-2018 reporting.
The USDA Food and Nutrition Service is pleased to announce the release of the Fiscal Year 2019 request for applications (RFA) to invite state agencies that administer the National School Lunch Program and School Breakfast Program to apply for FY 2019 Administrative Review and Training (ART) Grants.
Attached is updated clarifying guidance for state agencies regarding the 60 Day Claim Submission and 90 Day Reporting Requirements for Child Nutrition Programs which was released on April 25, 2018. This latest version includes edits to align with changes made in the Summer Food Service Program Simplified Cost Accounting Final Rule published on June 1, 2018.
An interim final rule published on Nov. 30, 2017 (82 FR 56703) provides child nutrition program (CNP) operators targeted flexibilities for milk, whole grains, and sodium requirements for School Year (SY) 2018-2019. This memorandum summarizes the flexibilities that will be effective July 1, 2018.
The purpose of this memorandum is to distribute funding allocations out of the total $30 million provided by the Consolidated Appropriations Act, 2018, (Public Law 115-141), in Fiscal Year (FY) 2018 to State agencies to competitively award equipment assistance grants to eligible School Food Authorities (SFAs) participating in the National School Lunch Program (NSLP). This memorandum also provides guidance on the specific terms and conditions, period of performance, timelines, funding goals, and reporting requirements for these grants.
This memorandum revises the current USDA Food and Nutrition Service (FNS) process for State agencies and eligible service providers seeking a waiver of statutory or regulatory Program requirements for the Child Nutrition Programs (CNPs), including the Child and Adult Care Food Program (CACFP), the Summer Food Service Program (SFSP), the National School Lunch Program (NSLP), the Fresh Fruit and Vegetable Program (FFVP), the Special Milk Program (SMP) (SMP), and the School Breakfast Program (SBP). This memorandum supersedes SP 27-2017, CACFP 12-2017, SFSP 08-2017, Child Nutrition Program Waiver Request Guidance and Protocol, dated April 26, 2017.
Demonstration Project for Non-Congregate Feeding for Outdoor Summer Meal Sites Experiencing Excessive Heat with Q & As
Through this memorandum, pursuant to the authority of section 749(g) of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Act, 2010 (P.L. 111-80), the Food and Nutrition Service (FNS) is continuing the 2017 demonstration project allowing non-congregate feeding at certain outdoor summer meal sites experiencing excessive heat for summer 2018, to develop and test alternative methods of providing access to summer meals for low income children.
This memorandum provides information regarding the updated School Meal Programs Administrative Review (AR) Manual for School Year (SY) 2018-2019. In previous years, all AR materials have been updated annually. This school year updates to the AR process were only made in areas regarding the Fiscal Action (FA) process and Resource Management (RM). These areas underwent improvements for SY 2018-2019, based on specific feedback from both Food and Nutrition Service (FNS) regional offices and state agencies.
In Section 776 of the Consolidated Appropriations Act, 2018 (Public Law 115-141) (the Act), Congress provides that only school food authorities (SFAs) that had a negative balance in the nonprofit school food service account as of January 31, 2018, shall be required to establish prices for paid lunches according to the Paid Lunch Equity (PLE) provisions in Section 12(p) of the Richard B. Russell National School Lunch Act, 42 U.S.C. 1760(p) and implemented in National School Lunch Program regulations at 7 CFR 210.14(e).
