This memorandum provides initial implementation guidance for the Child Nutrition Program Integrity Final Rule. This memorandum applies to state agencies administering and school food authorities, institutions and sponsors implementing the NSLP, SBP, CACFP, and SFSP.
Final Rule: Child Nutrition Program Integrity
This action implements statutory requirements and policy improvements to strengthen administrative oversight and operational performance of the Child Nutrition Programs.
National School Lunch, Special Milk and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates (July 1, 2023 - June 30, 2024)
This notice announces the annual adjustments to the national average payments, the amount of money the federal government provides states for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast programs.

Oversight and Monitoring of the School Meals Programs- Information Regarding Onsite and Offsite Strategies and Options
The purpose of this memorandum is to provide guidance regarding onsite and offsite strategies and options for oversight and monitoring of the school meal programs.
Unique Entity Identifier Transition
In April 2022, federal agencies transitioned from use of the DUNS number to the Unique Entity Identifier. Child Nutrition Program Operators are required to have the UEI to receive payments from state agencies who administer the child nutrition programs on behalf of the federal government. This memorandum provides answers to questions related to the transition.
Comment Request: State Administrative Expense Funds
FNS issued regulation that prescribe the methods for making payments of funds to state agencies to use for administrative expenses incurred in overseeing and providing technical assistance in connection with activities undertaken under the NSLP, the SMP, the SBP, the CACFP, and the FDP. For this revision, FNS has revised the FNS-525 form to eliminate data fields which collect data that can be obtained from the FNS financial data systems.
National School Lunch, Special Milk, and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates
This notice announces the annual adjustments to the national average payments, the amount of money the federal government provides states for lunches, afterschool snacks, and breakfasts served to children participating in the NSLP and SBPs; to the maximum reimbursement rates, the maximum per lunch rate from federal funds that a state can provide a school food authority for lunches served to children participating in the NSLP; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution that participates in the SMP for Children.

The USDA has submitted the following information collection requirement(s) to OMB for review and clearance under the Paperwork Reduction Act of 1995 (PL 104-13).
