The FNS is consolidating certain programmatic and financial data reporting requirements that are currently approved by the Office of Management and Budget, under the Food Programs Reporting System (FPRS), an electronic reporting system. The purpose is to give States and ITO agencies one portal for the various reporting required for the programs that the States and ITOs operate. The data collected is used for a variety of purposes; mainly program evaluation, planning, audits, funding, research, regulatory compliance and general statistics.
In Section 776 of the Consolidated Appropriations Act, 2018 (Public Law 115-141) (the Act), Congress provides that only school food authorities (SFAs) that had a negative balance in the nonprofit school food service account as of January 31, 2018, shall be required to establish prices for paid lunches according to the Paid Lunch Equity (PLE) provisions in Section 12(p) of the Richard B. Russell National School Lunch Act, 42 U.S.C. 1760(p) and implemented in National School Lunch Program regulations at 7 CFR 210.14(e).
The 2010 Child Nutrition reauthorization provided funding to test innovative strategies to end childhood hunger and food insecurity. Demonstration projects were funded and implemented in Chickasaw Nation, Kentucky, Navajo Nation, Nevada, and Virginia. The reauthorization also required an independent and rigorous evaluation, which occurred in all of the sites besides Navajo Nation. The Navajo Nation project, which focused on capacity building and community outreach, was difficult to evaluate because an appropriate control group could not be identified. Therefore, the Navajo Nation demonstration was not evaluated and a final evaluation report is not available.
This is a new generic clearance that will allow the Food and Nutrition Service (FNS) to quickly collect and analyze specific information from State and local administrators of the Special Nutrition Programs (SNP), including the Special Supplemental Nutrition Program for Women, Infants, and Children, National School Lunch Program, School Breakfast Program, Summer Food Service Program, the Child and Adult Care Food Program, Fresh Fruit and Vegetable Program, Food Distribution on Indian Reservation, Commodity Supplemental Food Program, and the Emergency Food Assistance Program.
This final rule updates the meal pattern requirements for the Child and Adult Care Food Program to better align them with the Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010.
This rule proposes changes to the meal pattern requirements for the Child and Adult Care Food Program (CACFP) to better align the meal patterns with the 2010 Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010 (HHFKA).
This rule implements a provision of the Act that increases the minimum State Administrative Expense grant for each State administering the National School Lunch Program (NSLP), the School Breakfast Program (SBP) and/or the Special Milk Program (SMP) from $100,000 to $200,000 a year, adjusted by an index beginning in fiscal year 2009.

This final rule incorporates into the regulations governing the Programs authorized under the Richard B. Russell National School Lunch Act (NSLA) and the Child Nutrition Act of 1966 (CNA) two nondiscretionary provisions of the Healthy, Hunger-Free Kids Act of 2010 (HHFK Act).
