This is a revision of a currently approved information collection for Pandemic EBT (P–EBT) for the reporting burden associated with administering P–EBT. This revision is limited in nature and only includes collection activities essential to facilitating the orderly wind-down and close-out of the P–EBT program.
USDA is issuing this notice of proposed rulemaking to improve SNAP's quality control system as required in the Agriculture Improvement Act of 2018.
USDA FNS is proposing to add a new system of records, entitled USDA/FNS–13, Mercury, which is a Consumer Off the Shelf workflow system designed to automate the correspondence tracking and management process within FNS.
Following federal requirements, state agencies are responsible for determining the eligibility of SNAP households and issuing benefits to those households entitled to benefits under the Food and Nutrition Act of 2008, as amended. Demographics must be collected from households to ensure that they are eligible for the program and that they receive the correct amount of SNAP benefits.
FNS will collect information to estimate funding needs and also provide data on the number of applications processed, number of fair hearings, and fraud control activity. FNS uses the data to estimate funding needs and to monitor state agency activity levels and performance.
State agencies must maintain quarterly E&T Program Activity Reports containing monthly figures for participation in the program. State agencies report this data using the online Food Program Reporting System.
This agenda provides summary descriptions of significant and not significant regulations being developed in FNS.
The purpose of the Performance Reporting System is to ensure that each state agency and project area is operating SNAP in accordance with the Food and Nutrition Act, regulations, and the state agency's Plan of Operation.
FNS will collect and approve information from state agencies on how the various state SNAP agencies develop, update, change and implement options will be determined for SUAs for household.
This is a new collection for the contract Assessment of Mobile Technologies for Using Supplemental Nutrition Assistance Program Benefits (Mobile Payment Pilot evaluation). The purpose of the Mobile Payment Pilot evaluation is to assess the effects of five pilot projects that will allow SNAP participants to use mobile payments to purchase food as an alternate option to a physical electronic benefit transfer card.
