We adjust SNAP maximum allotments, deductions, and income eligibility standards at the beginning of each Federal fiscal year. The fiscal year begins on October 1st. The changes are based on changes in the cost of living. Cost of living is the amount of money needed to support a basic standard of living.

Comments Request - Assessment of the Barriers That Constrain the Adequacy of SNAP Allotments

The Supplemental Nutrition Assistance Program (SNAP) is intended to alleviate food insecurity among low-income households. Towards this end, it provides eligible low-income households with a monthly benefit amount (SNAP allotment) based on household size and net income to purchase foods from authorized retailers that can be prepared and eaten at home. SNAP benefits are based on the Thrifty Food Plan, which is intended to be a minimal-cost nutritionally adequate diet, but has been the subject of significant criticism for being inadequate. In 2015, about 53 percent of SNAP households experienced food Start Printed Page 70089insecurity, with about 23 percent of SNAP households experiencing very low food security (or severe food insecurity). While participation in SNAP for about 6 months is associated with decreased food insecurity, it does not guarantee food security or a healthy diet.

SNAP - Clarification - Issuance of Benefits When Household Is Ineligible in the Initial Month of Application

It has come to our attention that some State agencies are not in compliance with the requirement to issue a household's initial month of benefits within 30 days of the date of application. A survey of a number of States indicates that many State agencies handle initial issuances differently for those households that are determined ineligible for benefits in the month of application (e.g., the household is over income) but eligible for benefits in the subsequent month.
