The purpose of the Uniform Grant Application Package for Discretionary Grant Programs is to provide a standardized format for the development of all Requests for Applications for discretionary grant programs released by FNS and to allow for a more expeditious OMB clearance process.
This notice invites the general public and other public agencies to comment on this information collection. The Farm to School Census provides the only nationally-representative data available on farm to school participation and activities in the United States and has been previously conducted in 2013, 2015 and 2019.
The 2023 Farm to School Census will collect and synthesize data from a national census of school food authorities to better understand the characteristics of SFAs participating in farm to school and the scope and details of the activities they engage in ( e.g., local food procurement, gardening, agriculture education).
This collection is a new collection to study farm to school efforts being conducted for the Farm to School Census and Comprehensive Review.
The primary purpose of the rule was to strengthen the requirements for adequate testing and pilot before rolling out a new management information system or major system changes. The rule also made changes to the SNAP regulations to provide clarifications and revisions since the last update which occurred in 1996.

This rule proposes to amend Supplemental Nutrition Assistance Program (SNAP)--formerly the Food Stamp Program) regulations to implement the Food, Conservation, and Energy Act of 2008 (the Farm Bill), which requires adequate system testing before and after implementation of a new state automatic data processing (ADP) and information retrieval system, including the evaluation of data from pilot projects in limited areas for major systems changes, before the Secretary approves the system to be implemented more broadly.
