Update of Food Crediting in the Child Nutrition Programs

This memorandum informs stakeholders on the progress made by the Food and Nutrition Service in updating the food crediting system for all child nutrition programs (CNP), including the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program. This is a first step by FNS towards improving the CNP crediting system to best address today’s evolving food and nutrition environment and meet the needs of those operating and benefiting from the CNPs.

Clarifications for Fiscal Action for Administrative Reviews in School Year 2018-2019

This memorandum provided information regarding the updated Administrative Review Manual, Forms and Tools for School Year 2018-2019 to include the updated Fiscal Action Process and Workbook. Currently, regulations at 7 CFR 210.18(l) requires state agencies to take fiscal action for all Performance Standard 1 violations and Specific Performance Standard 2 violations identified during an Administrative Review.

FY 2019 Administrative Review and Training Grants

The USDA Food and Nutrition Service is pleased to announce the release of the Fiscal Year 2019 request for applications (RFA) to invite state agencies that administer the National School Lunch Program and School Breakfast Program to apply for FY 2019 Administrative Review and Training (ART) Grants. FNS has up to $8.5 million available to fund grants to state agencies to support oversight and training efforts to reduce administrative errors and improve school meal program accountability. This announcement describes the FY 2019 ART Grant process.

State Agency Responsibilities Relating to the Disaster Supplemental Nutrition Assistance Program (D-SNAP)

The Food and Nutrition Service is issuing this memorandum in response to questions about state agency responsibilities relating to D-SNAP. The Robert T. Stafford Disaster Relief and Emergency Assistance Act provides the Secretary of Agriculture with the authority to operate a D-SNAP when affected areas have received a Presidential major disaster declaration and when commercial channels of food distribution are available.

SNAP - FNS 310 Quality Control Review Handbook - Q&As - October 2018 Updates

For Fiscal Year 2019, FNS is releasing page changes to update the October 2017 version of the FNS 310 QC Handbook. These updates include updated procedures to align with recent clarifications intended to ensure SNAP QC is being administered more uniformly throughout the nation. In addition, policy updates have also been made to ensure FNS more accurately aligns itself with Federal improper payment reporting requirements.
