SNAP – Fiscal Year 2019 Cost-of-Living Adjustments

This memorandum provides the fiscal year (FY) 2019 Cost-of-Living Adjustments (COLA) to the Supplemental Nutrition Assistance Program (SNAP) maximum allotments, income eligibility standards, and deductions. Under the Food and Nutrition Act of 2008 COLAs are effective as of October 1, 2018.

Innovation and Evaluation in SNAP Demonstration Projects

To ensure all demonstration projects continue to meet the requirements of the FNA, FNS is undertaking a thoughtful review of active demonstration projects to determine which show potential as program improvements, which necessitate additional innovation or evaluation, and which should be phased-out because they are no longer necessary, do not meet the requirements of the FNA, or do not align with current program goals. This memorandum outlines the approach FNS will begin to take to work with state agencies as they request approval for new demonstration projects or renewal of existing projects, to ensure all active demonstration projects are testing innovative approaches with appropriate evaluations.

SNAP FY19 National Target Areas for Management Evaluations

The purpose of this memo is to transmit national target areas and procedures for the Supplemental Nutrition Assistance Program (SNAP) Management Evaluations (MEs) for Fiscal Year (FY) 2019. The Food and Nutrition Service (FNS) National Office (NO), in collaboration with FNS Regional Offices (ROs), has identified 3 national target areas and 8 at-risk program areas where resources should be directed for FY 2019.

This is a revision of a currently approved collection associated with requests by State agencies to operate a Disaster Supplemental Nutrition Assistance Program (D-SNAP) to temporarily provide food assistance to households following a disaster.
