The final rule titled Local School Wellness Policy Implementation Under the Healthy, Hunger-Free Kids Act of 2010 was published on July 29, 2016. This final rule establishes minimum professional standards for school nutrition personnel who manage and operate the National School Lunch and School Breakfast Programs.

The primary purpose of the rule was to strengthen the requirements for adequate testing and pilot before rolling out a new management information system or major system changes. The rule also made changes to the SNAP regulations to provide clarifications and revisions since the last update which occurred in 1996.
This final rule excludes combat pay from inclusion in the WIC income eligibility determination for deployed service members.
