The rule entitled Supplemental Nutrition Assistance Program: Trafficking Controls and Fraud Investigations was published on August 21, 2013. The ICR for this rule approved the creation of a new information collection, which has been assigned the OMB Control Number 0584-0587. The Office of Management and Budget cleared the associated ICR on September 23, 2013. This document announces the approval of the ICR.

2008 Farm Bill

On June 18, 2008, Congress enacted P.L. 110-246, The Food, Conservation and Energy Act of 2008 (FECA). The law contains various provisions that affect food stamp eligibility, benefits, and program administration.  All provisions related to the Food Stamp Program are effective Oct. 1, 2008.

SNAP – Updated Federal Trafficking Definition

In February, 2013, FNS published final regulations revising the definition of trafficking. It subsequently came to our attention that some states were not clear that upon its effective date, federal law takes precedence and states were expected to implement the new federal trafficking definition.

The Food and Nutrition Service (FNS) is issuing a final rule to amend Supplemental Nutrition Assistance Program (SNAP or Program) regulations to allow state agencies to deny a request for a replacement card until contact is made by the household with the state agency, if the requests for replacement cards are determined to be excessive.

SNAP- Able Bodied Adults without Dependents Waivers for Fiscal Year 2014

This memo provides the list of states that are eligible to waive SNAP participation time limits for Able Bodied Adults without Dependents (ABAWDs) for FY 2014. Under SNAP regulations at 7 CFR 273.24(f)(2), a state can qualify for a 12-month statewide ABA WD waiver if the Department of Labor (DOL) Unemployment Insurance Service determines that it qualifies for extended unemployment benefits.

SNAP Applications and the Affordable Care Act

As states implement application and process changes for the Patient Protection and Affordable Care Act (ACA), states look to the Food and Nutrition Service for technical assistance on the Supplemental Nutrition Assistance Program (SNAP) application issues and policy compatibility.
