Child Nutrition Programs: Income Eligibility Guidelines (July 1, 2002 - June 30, 2003)

This Notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals or free milk for the period from July 1, 2002 through June 30, 2003.

Provision 2 Guidance National School Lunch and School Breakfast Programs

Provision 2 requires that the school serve meals to participating children at no charge but reduces application burdens to once every 4 years and simplifies meal counting and claiming procedures by allowing a school to receive meal reimbursement based on claiming percentages.

Proposed Rule: Determining Eligibility for Free and Reduced Price Meals and Free Milk in Schools-Verification Reporting and Recordkeeping Requirements

This rule proposes to amend the reporting and recordkeeping requirements under the National School Lunch Program (NSLP), School Breakfast Program (SBP), and Special Milk Program (SMP) relating to the verification of free and reduced price meal applications.

This Notice announces the annual adjustments to: The "national average payments,'' the amount of money the Federal Government provides States for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; the "maximum reimbursement rates,'' the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and the rate of reimbursement for a half-pint of milk served to nonneedy children in a school or institution which participates in the Special Milk Program for Children.

Availability of Fresh Produce In Nutrition Assistance Programs

Fruit and vegetable consumption is an important component of a balanced diet consistent with the Dietary Guidelines for Americans and the Food Guide Pyramid. The U.S. Department of Agriculture’s Food and Nutrition Service (FNS) promotes the increased consumption of fruits and vegetables, in all forms – fresh, frozen, canned, dried and juices, through its nutrition assistance programs.

Updated Guidance for Homeless Children in the School Nutrition Programs

Please advise your state agencies that a January 2002 amendment to the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11431 et seq.) clarified the definition of homeless children and youth. Another provision of the statute requires each school district to designate a local educational agency liaison for homeless children and youths. Many districts already have designated a liaison. Other districts may appoint an individual to act as the liaison until one is designated.
