SNAP – Updated Federal Trafficking Definition

In February, 2013, FNS published final regulations revising the definition of trafficking. It subsequently came to our attention that some states were not clear that upon its effective date, federal law takes precedence and states were expected to implement the new federal trafficking definition.

Final Rule: SNAP Trafficking Controls and Fraud Investigations

FNS is issuing a final rule to amend Supplemental Nutrition Assistance Program regulations to allow state agencies to deny a request for a replacement card until contact is made by the household with the state agency, if the requests for replacement cards are determined to be excessive.

SNAP Workload Management Matrix

FNS is aware that state agencies continue to struggle with large caseloads as SNAP responds to the needs for food assistance. The Workload Management Matrix has been developed as a tool for states that identifies workload management strategies during a time of large caseloads and reduced resources. The strategies in this tool vary in cost and complexity, giving states the option to choose the policy or procedure that addresses their unique circumstances.
