This landmark rule establishes requirements for state agencies to use the NAC, an innovative technology-based solution designed to identify and prevent duplicate participation. As a result, this rule takes significant steps to both enhance program integrity by reducing the risk of improper payments and improve customer service by requiring state agencies to take timely action to resolve NAC matches. 

This interim final rule requires SNAP state agencies to provide information to the National Accuracy Clearinghouse (NAC) regarding individuals receiving SNAP benefits in their states in order to ensure they are not already receiving benefits in another state.

This information collection is for the Performance Reporting System and management evaluation processes, which ensure that SNAP state agencies are operating the program in accordance with statute and regulations.

This notice invites the general public and other public agencies to comment on this proposed information collection on SNAP trafficking controls and fraud investigations. This is a revision of a currently approved collection.

This is a revision of a currently approved collection and existing burden in use without a valid OMB control number in SNAP. This information collection captures the burden associated with the requirement that states make ineligible SNAP participants with substantial lottery or gambling winnings and establish cooperative agreements with gaming entities within their states to identify SNAP participants with substantial winnings. 

In February, 2013, FNS published final regulations revising the definition of trafficking. It subsequently came to our attention that some states were not clear that upon its effective date, federal law takes precedence and states were expected to implement the new federal trafficking definition.

FNS is issuing a final rule to amend Supplemental Nutrition Assistance Program regulations to allow state agencies to deny a request for a replacement card until contact is made by the household with the state agency, if the requests for replacement cards are determined to be excessive.

The purpose of this memo is to address concerns regarding individuals receiving SNAP benefits who are not eligible, due to dual participation, because they are deceased or because they are incarcerated.

Strengthening SNAP integrity, rooting out waste, fraud and abuse so that federal dollars are used appropriately.

This memorandum provides guidance on reporting expenditures of SNAP funds in order to comply with reporting requirements of Office of Management and Budget Circular A-133 and OMB guidance implementing the American Recovery and Reinvestment Act of 2009 .
