This report examines trends in FSP participation rates since 1994. It focuses on trends in the rates before and after welfare reform, and throughout much of the economic expansion of the 1990s. It also examines trends in participation rates among subgroups of the eligible population such as those with and without earnings, with and without children, and with and without welfare. It also looks at participation rates of aliens and able-bodied adults without children.

This report is the final product of a study designed to learn about state Food Stamp Program policy choices and local implementation of these policies after the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The report presents examples of policies and practices that may have affected client service in the FSP in terms of program accessibility, quality of service and availability of employment and training services, particularly for food stamp recipients that do not receive cash assistance (non-TANF food stamp households).

Resource | Research and Data | Assessing/Improving Operations Study of Direct Certification in the National School Lunch Program

The NSLP offers free and reduced-price school meals to students from eligible households. Households with incomes at or below 130 percent of poverty are eligible for free meals, and households with incomes between 131 percent and 185 percent of poverty are eligible for reduced-price meals. Traditionally, to receive these benefits, households had to complete and submit application forms to schools or be directly certified. Direct certification, on the other hand, is a method of eligibility determination that does not require families to complete school meal applications. Instead, school officials use documentation from the local or state welfare agency that indicates that a household participates in AFDC or food stamps as the basis for certifying students for free school meals.

To increase its understanding of the reasons for nonparticipation, the Food and Nutrition Service(FNS) of the U.S. Department of Agriculture (USDA) contracted with Mathematica Policy Research, Inc. (MPR) to conduct a study of nonparticipation by low-income working and elderly households, entitled Reaching the Working Poor and Poor Elderly. This report summarizes what was learned and offers recommendations for how a national survey of the reasons for nonparticipation in the FSP should be designed and fielded.

Families are eligible for the program if their financial resources fall below certain income and asset thresholds. However, not all eligible families participate in the program. Some choose not to, while others do not know they are eligible. The participation rate—the ratio of the number of participants to the number of eligibles—reveals the degree to which eligible families participate.

In this report, data from the NFSPS are used to address several important questions concerning food store access of low-income households, including: (1) At what kinds of stores do low-income households shop? (2) What distances do low-income households travel to reach those stores? (3) What transportation methods do they use to reach their food stores? (4) Do low-income households engage in careful shopping behaviors that can allow them to get the most out of the money and food stamp benefits they spend on food? and (5) In general, how satisfied are low-income Americans with their shopping opportunities?

This report presents the latest trends in Food Stamp Program participation rates. It adds one more year of information, 1995, to the series of reports on FSP participation rates based on March Current Population Survey data for eligibles and FSP administrative data for participants. Participation rates are calculated as the percentage of the total eligible population that participate in the FSP.
