Direct Certification and Direct Verification for National School Lunch and School Breakfast Programs

The Child Nutrition and WIC Reauthorization Act of 2004 allows children to be certified as eligible for free meals under the National School Lunch Program and the School Breakfast Program (SBP) based on participation in other programs authorized under the Food Stamp Act of 1977, as amended. No further application by the child’s household is necessary.

Exclusion of the Housing Allowance for Military Households in Privatized Housing - Reauthorization 2004: Implementation Memo CN 1

In accordance with the Child Nutrition and WIC Reauthorization Act of 2004, the housing allowance for military personnel living in privatized housing will be permanently excluded from income when determining household eligibility for free and reduced price meals or free milk in all of the child nutrition programs.

Accounting for Donated Foods in Cost-Reimbursable Contracts Between School Food Authorities and Food Service Management Companies

Federal regulations implementing the Department’s domestic commodity donation program at 7 CFR 250.12(d), allow school food authorities (SFAs) and other recipient agencies to contract with food service management companies (FSMCs) to conduct their food service operations. In contracting with an FSMC, the recipient agency must ensure that the full value of donated foods is used to its benefit.
