Reopening of Comment Period: Providing Regulatory Flexibility for Retailers in SNAP

FNS proposed to make changes to the Supplemental Nutrition Assistance Program (SNAP) regulations pertaining to the eligibility of certain SNAP retail food stores in a document published on April 5, 2019. FNS inadvertently excluded from publication two supporting documents to the proposed rule, the Regulatory Impact Analysis and the Regulatory Flexibility Analysis. These have now been published as part of the docket for the proposed rule. The agency is extending the comment period to provide the public an opportunity to review and provide comment on these documents as part of the rulemaking record.

Comments Request - Survey of SNAP and Work

This notice invites the general public and other public agencies to comment on this proposed information collection for the Survey of Supplemental Nutrition Assistance Program (SNAP) and Work. This NEW information collection will provide the U.S. Department of Agriculture, Food and Nutrition Service (FNS) with information about the employment patterns and characteristics of nondisabled adult SNAP participants, and identify health, social, and personal factors that promote or inhibit employment among SNAP participants.

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This collection is an extension, without change, of a currently approved collection for annual outcome data for the Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) programs, as mandated by Section 16(h)(5) of the Food and Nutrition Act (FNA) and as amended by section 4022 of the Agricultural Act of 2014.

Field Guidance on Deportability and Inadmissibility on Public Charge Grounds

The Department of Justice  is publishing a proposed rule in this issue of the Federal Register which proposes to establish clear standards governing a determination that an alien is inadmissible or ineligible to adjust status, or has become deportable, on public charge grounds. Before the proposed rule becomes final, the Immigration and Naturalization Service (Service) is publishing its field guidance on public charge issues as an attachment to this notice. This is necessary to help alleviate public confusion over the meaning of the term ‘‘public charge’’ in immigration law and its relationship to the receipt of Federal, State, and local public benefits. This field guidance will also provide aliens with better guidance as to the types of public benefits that will and will not be considered in public charge determinations

The primary purpose of the study is to highlight best practices and lessons learned from various mobile communication strategies (MCS) implemented by state Supplemental Nutrition Assistance Program (SNAP) agencies. This examination will help FNS and states improve communication and identify best practices that lead to improved program outcomes.

Comment Request - Food Distribution Programs

This notice invites the general public and other public agencies to comment on this proposed information collection. This collection is an extension, without change, of a currently approved collection. This collection allows for Food Distribution Programs, such as the National School Lunch Program (NSLP), the Food Distribution Program on Indian Reservations (FDPIR), the Commodity Supplemental Food Program (CSFP), and The Emergency Food Assistance Program (TEFAP), to run effectively.

Comment Request - Food Programs Reporting System

The FNS is consolidating certain programmatic and financial data reporting requirements that are currently approved by the Office of Management and Budget, under the Food Programs Reporting System (FPRS), an electronic reporting system. The purpose is to give States and ITO agencies one portal for the various reporting required for the programs that the States and ITOs operate. The data collected is used for a variety of purposes; mainly program evaluation, planning, audits, funding, research, regulatory compliance and general statistics.
