The purpose of this memorandum is to provide additional information on the 5-year review cycle provision of the Child Nutrition Program Integrity final rule. This memorandum relates to program-specific changes in the National School Lunch Program and School Breakfast Program.
FNS published a final rule on program integrity to ensure that child nutrition programs are properly operated and managed to protect federal funds and taxpayer dollars.
This memorandum provides initial implementation guidance for the Child Nutrition Program Integrity Final Rule. This memorandum applies to state agencies administering and school food authorities, institutions and sponsors implementing the NSLP, SBP, CACFP, and SFSP.
The Food Buying Guide for child nutrition programs has all of the current information in one manual to help you and your purchasing agent buy the right amount of food and the appropriate type of food for your program(s), and determine the specific contribution each food makes toward the meal pattern requirements.
This memorandum states visual observation and identification by Child and Adult Food Care Program institutions and facilities and Summer Food Service Program sponsors is no longer an allowable practice for program operators to use during the collection of race or ethnicity data. USDA will update CACFP and SFSP policy guidance.
In January 2020, the USDA FNS will publish in the Federal Register a proposed rule entitled “Streamlining Program Requirements and Improving Integrity in the Summer Food Service Program” to improve program efficiency while allowing local operators to spend more time focused on serving children.
This memorandum informs stakeholders on the progress made by FNS in updating the food crediting system for all child nutrition programs. This is a first step towards improving the crediting system to best address today’s evolving food and nutrition environment and meet the needs of those operating and benefiting from the CNPs.
The Nutrition Standards in the National School Lunch and School Breakfast programs final rule was published on Jan. 26, 2012. The final rule requires that fruits and vegetables be offered as separate meal components in the National School Lunch and School Breakfast programs.
