This memorandum updates and revises memoranda SP30-2008: Applying Geographic Preferences in Procurements for the Child Nutrition Programs, SP08-2009: Procurement Questions, and SP28-2009: Procurement Questions, regarding school food authorities’ and other institutions’ application of a geographic preference in procurements for the child nutrition programs.
Clarification of State Agency Review Requirements for Donated Foods in the NSLP
The purpose of this policy memorandum is to clarify the responsibilities of the state administering agency and the state distributing agency with respect to ensuring compliance with requirements for donated foods in the National School Lunch Program, the Summer Food Service Program and the Child and Adult Care Food Program.
Reimbursement of Intra-State Transportation Costs During Disasters
During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or FNS, the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts. These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.

Distribution of Donated Foods to Service Institutions Participating in the Summer Food Service Program
In this memorandum, we present several options for consideration by the distributing agency to help ensure that service institutions receive donated foods for use in the summer meals provided in SFSP in an efficient and cost-effective manner.
