Resource | Federal Register Documents Proposed Rule: Improving Access and Parity in Food Distribution Programs

FNS is proposing to amend its regulations to make access and parity improvements within several food distribution programs, including the Commodity Supplemental Food Program, the Food Distribution Program on Indian Reservations, The Emergency Food Assistance Program, and USDA Foods disaster response. The proposed provisions use plain language to make them easier to read and understand.

The purpose of this new collection is to collect qualitative and quantitative stakeholder feedback through meetings, focus groups, interviews, other stakeholder interactions and surveys, as well as requests for administrative data, as part of the planning process for FNS regulatory actions, the semi-annual regulatory agenda, research studies, outreach, training and the development of guidance.

This is a revision to a currently approved collection, to prevent a lapse in OMB approval of data collection. This collection allows for Food Distribution Programs, such as the National School Lunch Program, the Food Distribution Program on Indian Reservations, the Commodity Supplemental Food Program, and The Emergency Food Assistance Program, to run effectively.

USDA FNS plans to collect additional information from grant applicants for the second round of TEFAP Reach and Resiliency Grant applications and add reporting questions on a biannual basis. This notice solicits public comment on the additional information proposed for collection.

Resource | Notices Comment Request - Additional Information To Be Collected Under the Uniform Grant Application Package for Discretionary Grant Programs for TEFAP Reach and Resiliency Grants

FNS plans to add TEFAP Reach and Resiliency Grants to its list of approved programs under the Uniform Grant Application for Non-Entitlement Discretionary Grants,  and intends to collect additional information for the TEFAP Reach and Resiliency Grants outside of what is currently in the uniform package.

This notice announces the surplus and purchased foods that the Department expects to make available for donation to states for use in providing nutrition assistance to the needy under TEFAP in FY 2021. The foods made available under this notice must, at the discretion of the state, be distributed to eligible recipient agencies for use in preparing meals and/or for distribution to households for home consumption.

Resource | Comment Request Comment Request - Food Programs Reporting System

The FNS is consolidating certain programmatic and financial data reporting requirements that are currently approved by the Office of Management and Budget, under the Food Programs Reporting System. The purpose is to give states and ITO agencies one portal for the various reporting required for the programs that the states and ITOs operate. The data collected is used for a variety of purposes; mainly program evaluation, planning, audits, funding, research, regulatory compliance and general statistics.
