This policy memorandum provides clarification regarding the classification of loggers as migrant farmworkers. Also, in anticipation of other queries about occupational groups which might be defined as migrant farmworkers, the following guidance is provided.
Recently, cultural food preferences among participants in the WIC program have received considerable attention. There has been concern expressed that some WIC participants may not take full advantage of program benefits (e.g., the food packages and nutrition education) for cultural reasons. In this Notice, the Department is soliciting public comments regarding the issues surrounding the accommodation of cultural food preferences in the WIC program.
This action excludes certain utility reimbursements made by the Department of Housing and Urban Development (HUD) and Farmers Home Administration (FmHA) from income consideration in determining Food Stamp Program eligibility and benefits.

This final rule implements those nondiscretionary provisions pertaining to increased limits for civil money penalties for trafficking in benefit redemption instruments and for selling firearms, ammunition, explosives, or controlled substances for benefit redemption instruments.
