The U.S. Department of Health and Human Services, Food and Drug Administration (FDA) published the final rule, Nutrition Labeling of Standard Menu Items in Restaurants and Similar Retail Food Establishments in the Federal Register (79 FR 71155) on Dec. 1, 2014.
The Nutrition Standards in the National School Lunch and School Breakfast programs final rule was published on Jan. 26, 2012. The final rule requires that fruits and vegetables be offered as separate meal components in the National School Lunch and School Breakfast programs.
It has come to our attention that there may be some confusion concerning fluid milk, and how it is offered in reimbursable lunches. Under all menu planning approaches, fluid milk is a separate food component/menu item.
This memorandum provides guidance concerning allowable FMNP costs that may be covered with federal WIC funds. It is intended to promote accuracy and uniformity in the application of allowable cost principles to decisions about FMNP related costs, as state agencies seek to maximize federal funding.
