Assessing Proposed Nutrition Education Costs in the NSLP and SBP

This memorandum provides guidance on the process State agencies and school Food authorities (SFAs) should use when assessing requests to fund nutrition education related expenses from the nonprofit school food service account. Information and Guidance on the Domestic Beef Market

The purpose of this memorandum is to provide information and guidance to State agencies and school food authorities (SFAs) on the current status of the domestic beef market. As you may be aware, wholesale prices for ground beef have increased more than 30% since last year. Both commercially- and the Department of Agriculture (USDA)-purchased beef prices continue to rise, and supplies of domestic beef are tight nationwide. USDA understands that lean beef is a popular ingredient in school cafeterias across the country, and that SFAs are working hard to plan menus and coordinate food purchases for the coming months. USDA continues to encourage schools to purchase and use beef in their menus as a good source of lean protein.

Instructions for Reporting State Administrative Funds for Implementing the New Meal Patterns

To assist state agencies and FNS to better monitor the use of Section 201 funds, as mentioned in our August 15, 2014 memorandum SP60-2014 (Second Extension of Grant Period for State Administrative Funds to Implement New Meal Pattern Requirements), FNS has changed the frequency of financial reporting from annual reporting to quarterly reporting beginning with the fiscal year (FY) 2015.

Smart Snacks Standards for Exempt Foods when Paired Together

The Healthy, Hunger-Free Kids Act of 2010 (HHFKA) directed the Department of Agriculture (USDA) to establish nutrition standards for all foods and beverages sold to students on the school campus during the school day. On June 28, 2013, the Food and Nutrition Service (FNS) published the “Smart Snacks in School” (Smart Snacks) regulation that carefully balances science-based nutrition standards with practical and flexible solutions to promote healthier eating on campus. The Smart Snacks standards became effective July 1, 2014 and are codified at 7 CFR 210.11. The purpose of this memo is to clarify Smart Snacks standards for exempt foods that are paired together as a single snack.

New LEA Second Review of Applications Report

This memorandum and its attachments provide information on the release of the new form FNS-742a, the Local Educational Agency Second Review of Applications Report, used to report the results of the second review of free and reduced price applications in the National School Lunch Program (NSLP) and School Breakfast Program (SBP). On August 27, 2014, the Office of Management and Budget (OMB) approved the new form (attached) which will be used starting School Year 2014-2015.

Transition of Foods and Foods of Minimal Nutritional Value to Smart Snacks in School Standards

This memorandum is to inform you that all Foods of Minimal Nutritional Value exemptions will end on June 30, 2014. Therefore, the attached list, Exemptions Under the Competitive Foods Regulation will become obsolete on July 1, 2014. Beginning July, 1, 2014, the interim final rule for Smart Snacks in School (Smart Snacks) will go into effect for School Year 2014-2015. Therefore, any competitive foods and beverages must meet the nutrition standards specified in the interim final rule.

Eligibility Effective Date for Directly Certified Students

This memorandum addresses inquiries regarding flexibility in determining the effective date of eligibility for students who are directly certified to receive free meals or free milk in the National School Lunch Program (NSLP), the School Breakfast Program (SBP), and the Special Milk Program (SMP) (SMP). The following clarifications are consistent with the flexibility provided for determining the effective date of eligibility for applications in policy memorandum SP 11-2014, effective date of Free or Reduced Price Meal Eligibility Determinations (Dec. 3, 2013).
