USDA Team Nutrition staff and guest speakers from South Carolina’s Local Wellness Policy State Technical Assistance Team and Massachusetts Department of Elementary and Secondary Education shared how to energize, strengthen and assess local school wellness policies.

FNS is establishing a nationwide waiver to support schools unable to complete a triennial assessment of the local school wellness policies by June 30, 2020, due to school closures as a result of COVID–19. This waiver applies to state agencies that have local educational agencies administering the NSLP and/or SBP.
Local educational agencies participating in the National School Lunch Program and/or School Breakfast Program are required to develop a local school wellness policy that promotes the health of students and addresses the problem of childhood obesity.
Section 4 of the Richard B. Russell National School Lunch Act provides general cash for food assistance payments to states to assist schools in purchasing food. The NSLA provides two different section 4 payment levels for lunches served under the NSLP.
Going into the 2013-2014 School Year, the vast majority of schools are successfully meeting the updated meal standards which offer children more whole grains, fruits, and vegetables; low-fat milk; and less salty and fatty foods.
This memorandum provides information regarding the state agencies’ quarterly reporting requirements associated with identifying the number of school food authorities certified to receive the performance-based reimbursement for each lunch served in compliance with the new meal pattern requirements for the National School Lunch and School Breakfast Programs.
In Section 204 of the Child Nutrition and WIC Reauthorization Act, each local educational agency participating in a program authorized by the Richard B. Russell National School Lunch Act or the Child Nutrition Act of 1966 is required to establish a local wellness policy for schools under the LEA, not later than the first day of the school year beginning after June 30, 2006.
The Jan. 14, 1999, memorandum implementing the after school snack provision of the Child Nutrition Programs’ reauthorization legislation stated that RCCIs would not be eligible for this benefit. To address these situations, we are authorizing RCCIs to participate in the after school snack program.
The memorandum explains the circumstances under which a state agency may use the automatic eligibility provisions for free school meals and milk for children from households who are receiving assistance under the state’s TANF Program. It also discusses TANF as it affects reimbursement and eligibility under the Child and Adult Care Food Program and the Summer Food Service Program.
