This action corrects Title 7 of the Code of Federal Regulations, parts 210 to 299, revised as of Jan. 1, 2003, on page 466, § 250.30.
In-Kind Contributions
The purpose of this memorandum is to provide clarification on in-kind contributions, specifically, whether a state’s purchase of additional foods for distribution could be classified as an in-kind contribution.
Family Subsistence Supplemental Allowance
The Floyd D. Spence National Defense Authorization Act of Fiscal Year 2001 requires the DoD to pay certain low-income service members and their families a family subsistence allowance of up to $500 per month so they will not have to rely on food stamps.

The purpose of this memorandum is to provide guidance on determining household income when it involves persons with disabilities, elderly and/or public assistance recipients.
Eligibility of Youth Shelters for TEFAP Commodities
This memorandum is intended to clarify the eligibility of youth shelters for commodities provided under TEFAP. Most youth shelters are eligible to receive TEFAP commodities as charitable institutions serving primarily needy people. For example, many youth shelters house children awaiting placement in foster homes, or children detained while awaiting trial for alleged crimes.
Use of TEFAP Commodities for Demonstrations
It has been determined that TEFAP commodities can be used for demonstration purposes in accordance with current regulations.
Home Delivery of Commodities
This memorandum provides clarification regarding home delivery of commodities to those elderly, disabled, and homebound individuals that have been determined eligible to participate in FDPIR.
FSA-21: Public Voucher - Commodity Programs
State agencies apply for reimbursement using Form FSA-21, submitted to the appropriate FNS regional office for approval.
Food Distribution Program: Substitution of Donated Beef and Pork With Commercial Beef and Pork
This notice announces the Food and Nutrition Service's intent to continue to provide processors with an opportunity to participate in a demonstration project to test program changes in the State processing program. In the demonstration project, selected processors will be allowed to substitute donated beef and pork supplied by the Department of Agriculture (the Department, or USDA) with commercial beef and pork.
