Addressing Civil Rights Issues in D-SNAP Planning and Implementation

FNS is issuing guidance on addressing vulnerable populations in response to state requests to describe lessons learned from recent disasters and practices state agencies can use in planning and implementing D-SNAPs.

State Agency Responsibilities Relating to the Disaster Supplemental Nutrition Assistance Program (D-SNAP)

The Food and Nutrition Service is issuing this memorandum in response to questions about state agency responsibilities relating to D-SNAP. The Robert T. Stafford Disaster Relief and Emergency Assistance Act provides the Secretary of Agriculture with the authority to operate a D-SNAP when affected areas have received a Presidential major disaster declaration and when commercial channels of food distribution are available.

SNAP - FNS310 Quality Control Review Handbook - Q&As - October 2018 Updates

For Fiscal Year 2019, FNS is releasing page changes to update the October 2017 version of the FNS 310 QC Handbook. These updates include updated procedures to align with recent clarifications intended to ensure SNAP QC is being administered more uniformly throughout the nation.

SNAP Quality Control Review Handbook - Clarification of Procedures Regarding the Transmission/Release of Case Finding

This memorandum provides clarification of changes made to Section 1240 - Transmission/Release of Active Case Findings to FNS, Data Checking, and Changing Case Findings and Section 13 70 - Transmission of Negative Case Findings to FNS, Data Checking and Changing Case Findings in the October 2017 edition of the FNS Quality Control Review Handbook 310. The Handbook now requires that all case submissions be final. There is no longer a 10 day period following transmission during which States can make changes to released cases. This change will be incorporated in the SNAP Quality Control System effective February 1, 2018.

SNAP – Fiscal Year 2019 Cost-of-Living Adjustments

This memorandum provides the fiscal year 2019 Cost-of-Living Adjustments to the Supplemental Nutrition Assistance Program maximum allotments, income eligibility standards, and deductions. Under the Food and Nutrition Act of 2008 COLAs are effective as of Oct. 1, 2018.

Special Disaster Rules for Accepting SNAP EBT Benefits for Hot Food Purchases

Due to the power outages, severe flooding and displacements from homes caused by the Kilauea Volcanic Eruption, and effective immediately, retail food stores licensed by the Food and Nutrition Service and located in Hawaii County may accept SNAP benefits in exchange for HOT foods and foods intended to be consumed on retailer premises.
