Reminder Concerning E-Rate Audits by the Federal Communications Commission (FCC)

We were asked by the FCC to issue a reminder about cooperating with contractors auditing school districts’ receipt of funds under the FCC’s E-Rate fund.  Auditing for the current cycle is scheduled to begin in December 2008. Please refer to Policy Memorandum 29-2008 dated July 8, 2008,  for specific information.

Rescission of Prohibition on the Use of Federal E&T Funds to Serve Individuals in State Programs Funded With TANF MOE Funds

On March 22, 2007, this office transmitted the attached memorandum to program directors to clarify that the Food Stamp Act prohibited providing Food Stamp Employment and Training (E&T) Program services to food stamp recipients receiving cash assistance funded by expenditures of state funds that count toward meeting the state’s Temporary Assistance for Needy Families (TANF) Maintenance–Of–Effort (MOE) requirements.

Consideration of Deductions Not Received at Certification

It has come to our attention that there is confusion over the Quality Control application of the certification policy that allows State agencies to disallow deductions when the households fails to provide requested verification or fails to report an expense after being advised that failure to do so would result in the loss of a deduction. Attached for your reference are three certification policy memos on this subject dated 12-18-1998, 10-17-2005 and 2-25-2008 which provided guidance on this policy.

Quality Control (QC) File Structure Desk Guidelines

FNS staff is working on making improvements to the QC process. One of the major components of the improvements that we are working towards is the development of a paperless work environment for both State and Federal QC staff. In order to accomplish such a big task we are working on a number of issues. The first will be to work towards a web based next generation version of what is currently called the Food Stamp Quality Control System (FSQCS). Of course with the recent name change this is actually now the Supplemental Nutrition Assistance Program Quality Control System (SNAP-QCS). As we move toward this and other improvements we will eventually work towards more electronic approaches to doing QC reviews. As a first step we need to standardize as much of what we can in gathering of information. To that end we are requesting your assistance in how we get information in the QC records.
