On June 3, 2023, the President signed into law the Fiscal Responsibility Act of 2023. This memo describes the Supplemental Nutrition Assistance Program provisions of that Act.
The Consolidated Appropriations Act 2023 authorized a permanent, nationwide Summer EBT program beginning in 2024. The Families First Coronavirus Response Act suspended the time limit and work requirement for able-bodied adults without dependents (ABAWDs) until July 1, 2023. This memorandum discusses requirements for state agencies related to notifying households about the ABAWD time limit and work requirement before ABAWDs become subject to the time limit again.

This is a new collection for the contract Assessment of Mobile Technologies for Using Supplemental Nutrition Assistance Program Benefits (Mobile Payment Pilot evaluation). The purpose of the Mobile Payment Pilot evaluation is to assess the effects of five pilot projects that will allow SNAP participants to use mobile payments to purchase food as an alternate option to a physical electronic benefit transfer card.
