Administrative Review: Revised Manual, Tools, and Forms

This memorandum provides information on the updated School Meal Programs Administrative Review Manual, Tools, Forms and Instructions for School Year (SY) 2014-2015.  While the concepts of the review remain the same, the Manual, along with several Tools, Forms, and Instructions, have been edited to incorporate new requirements and provide clarity and understanding. The edits are highlighted in yellow in the Manual and related Tools, Forms, and Instructions and attached Table: SY 2014-2015 Updated Administrative Review Forms and Tools, identifies the Tools and Forms with key changes.

National School Lunch, Special Milk, and School Breakfast Programs: National Average Payments/Maximum Reimbursement Rates (July 1, 2014 - June 30, 2015)

This Notice announces the annual adjustments to the "national average payments,'' the amount of money the Federal Government provides States for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the "maximum reimbursement rates,'' the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution which participates in the Special Milk Program for Children.

Transition of Foods and Foods of Minimal Nutritional Value to Smart Snacks in School Standards

This memorandum is to inform you that all Foods of Minimal Nutritional Value exemptions will end on June 30, 2014. Therefore, the attached list, Exemptions Under the Competitive Foods Regulation will become obsolete on July 1, 2014. Beginning July, 1, 2014, the interim final rule for Smart Snacks in School (Smart Snacks) will go into effect for School Year 2014-2015. Therefore, any competitive foods and beverages must meet the nutrition standards specified in the interim final rule.
