By law, adults without disabilities or dependents in their care – referred to as ABAWDs – are limited to three months of SNAP benefits in three years unless they meet the ABAWD-specific work requirements. Recent changes, linked to the end of the COVID-19 Public Health Emergency and the Fiscal Responsibility Act, are reshaping these rules.

SNAP helps low-income people buy the food they need for good health. SNAP benefits are not cash. SNAP benefits are provided on an electronic card that is used like an ATM or bank card to buy food at most grocery stores. To get SNAP benefits, your income and other resources have to be under certain limits.
The attached questions and answers are in response to changes made by Section 4005 of the Agriculture Improvement Act of 2018, enacted on Dec.20, 2018, to the SNAP Employment and Training program and certain Able-bodied Adults without Dependents work policies.

It has come to Food and Nutrition Service's attention that although states have incorporated the 13.6 percent increase to SNAP maximum allotments into their systems as a mass change effective April 1, 2009 there are some states where not every household will automatically receive the increase as part of their April allotment due to the limitations of certain state systems.
