FNS expects virtual Disaster Supplemental Nutrition Assistance Program operations may be needed through the remainder of FY 2021 and 2022. FNS will continue to review requests to use virtual operations on a case-by-case basis when a state submits a D-SNAP waiver request. During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or FNS, the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts. These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.
This memorandum provides guidance to state agencies regarding the treatment of National Flood Insurance Payments in determining the eligibility of households for participation in FDPIR, CSFP or TEFAP.
