Resource | Research | General/Other FY 2025 Research and Evaluation Plan

The USDA Food and Nutrition Service conducts a variety of studies, evaluations, and related activities that respond to the needs of policymakers and managers and help ensure that nutrition assistance programs achieve their goals effectively. This plan provides short descriptions of projects that are expected to launch in fiscal year (FY) 2025. 

It reflects decisions by FNS program and research staff and leadership on the best use of available research funding to meet current information needs that are aligned with agency priorities to improve program efficiency, integrity, and nutrition. FNS developed this plan in consultation with the agencies of the Research, Education, and Economics (REE) Mission Area.

Resource | Policy Memos WIC Policy Memorandum #2024-3: Implementing ABFA Requirements in WIC State Plans

Effective with the publication of the WIC Final Rule: Implementation of the Access to Baby Formula Act of 2022 and Related Provisions on Dec. 14, 2023, state agencies are now required to include a plan of alternate operating procedures, commonly referred to as a disaster plan, as part of their state plan.

Since 1988, FNS has produced biennial reports on WIC participant and program characteristics for program monitoring and managing WIC information needs. The 2022 report summarizes demographic, income, and health-related characteristics of participants with active certifications in April 2022.

USDA announces adjusted income eligibility guidelines to be used by state agencies in determining the income eligibility of persons applying to participate in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). These income eligibility guidelines are to be used in conjunction with the WIC regulations.

This memorandum replaces the WIC Informational Memorandum dated Aug. 10, 2022. In particular, the USDA FNS State Systems Office (SSO) has revised the section titled Threshold for FNS Review of EBT Projects after Statewide EBT. Handbook 901 will be updated to reflect this revised guidance.

This policy memorandum provides clarification to WIC state agencies on the initial authorization of vendors that derive more than 50 percent of their annual food sales revenue from WIC (above-50-percent or A50 vendors) as well as information on the requirements for A50 vendors following authorization.
