This memorandum provides guidance for all state agencies administering WIC related to the issuance, acceptance, and confirmation of Verification of Certification when a WIC participant moves from one service delivery area to another, particularly in the case of participants that move from one state to another.
The purpose of this memorandum is to notify WIC state agencies that the monthly value of the cash value voucher for fruits and vegetables for pregnant, postpartum, and breastfeeding women will increase from $10 to $11 beginning in FY 2016 on Oct. 1, 2015.

This interim rule revises regulations governing the WIC food packages to align the WIC food packages with the Dietary Guidelines for Americans and current infant feeding practice guidelines of the American Academy of Pediatrics, better promote and support the establishment of successful long-term breastfeeding, provide WIC participants with a wider variety of food, and provide WIC state agencies with greater flexibility in prescribing food packages to accommodate participants with cultural food preferences.
