Meal Service During Unanticipated School Closures

The purpose of this memorandum is to provide updated guidance on the child nutrition program flexibilities available during unanticipated school closures. Schools may face unanticipated closures due to natural disasters, unscheduled major building repairs, court orders relating to school safety or other issues, labor-management disputes, or, when approved by the state agency, a similar cause.

Reimbursement of Intra-State Transportation Costs During Disasters

During a Presidentially declared disaster/emergency, or during a situation of distress declared by a state or the Food and Nutrition Service (FNS), the state may find it necessary to transport USDA Foods from one area within the state to another in support of disaster feeding efforts.  These intra-state transportation costs will be reimbursed by FNS during a Presidentially declared disaster/emergency, and reimbursed by FNS to the extent funds are available during situations of distress.

SNAP COVID-19 Emergency Allotments Guidance

USDA has issued guidance to states in implementing Families First Coronavirus Response Act of 2020, which provides for the issuance of emergency allotments (supplements) based on a public health emergency declaration by the Secretary of Health and Human Services under section 319 of the Public Health Service Act related to an outbreak of COVID-19 when a state has also issued an emergency or disaster declaration.

This memo establishes a nationwide waiver to support access to nutritious meals and snacks while minimizing potential exposure to the novel coronavirus (COVID–19), in response to the COVID–19 Child Nutrition Response Act. This waiver applies to afterschool snacks in the National School Lunch Program and at-risk afterschool meals and snacks in the Child and Adult Care Food Program.
