The purpose of this memo is to provide guiding principles that assist state agencies in meeting regulatory requirements. Effective engagement by state agencies with Tribes is essential to meeting the nutrition needs of citizens of Tribal nations.
The Gus Schumacher Nutrition Incentive Program allows the Secretary to provide funding opportunities to conduct and evaluate projects providing incentives to increase the purchase of fruits and vegetables by low-income consumers.

On Aug. 4, 2021, USDA awarded approximately $3.6 million in Data and Technical Assistance grants to five states. These grants are intended to support the full range of needs state agencies may have related to the development, collection, reporting, analysis and use of SNAP E&T participant outcome data.
FNS expects virtual Disaster Supplemental Nutrition Assistance Program operations may be needed through the remainder of FY 2021 and 2022. FNS will continue to review requests to use virtual operations on a case-by-case basis when a state submits a D-SNAP waiver request. States are encouraged to use the attached best practices for any future virtual D-SNAPs.
The Fiscal Year 2020 Appropriations bill provided FNS with $4 million for the purpose of evaluating state SNAP agencies’ usage of automated income data sources to verify income in determining household eligibility and benefit amounts. FNS will make available $2 million in FY 2020 and $2 million in FY 2021.
The Keys to Payment Accuracy highlight best practices and provide strategies and opportunities enabling states to improve and maintain the accuracy of SNAP payments. The 10 strategic tools included in the Keys are based on the experiences, needs, and challenges of state agencies in an effort to encourage a comprehensive approach to improving SNAP payment accuracy.
